Headquartered in Baltimore, the Social Security Administration (SSA) employs over seventy  thousand people, who work across the nation over a hundred offices and centers across the nation. The agency maintains an annual budget of over a couple of hundred billion dollars, most of which goes toward the monthly checks mailed to millions of old-age and survivors' insurance (OASI) beneficiaries. In addition to administering this core program, the agency runs the Social Security Disability Insurance and Supplemental Security Income programs. These programs reach approximately 7 million people

 

The legislative antecedent of the SSA was the Social Security Act, signed into law by President Franklin Roosevelt on 14 August 1935. The act stemmed from the president's desires to prepare a comprehensive economic security program, including unemployment compensation and old age insurance components, in time for congressional consideration in January 1935. In the summer of 1934, he put Department of Labor Secretary Frances Perkins in charge of a cabinet level committee to write the necessary legislation.

 

Although the members of this committee agreed on the basic outlines of the program, they disagreed over administrative details. After a great deal of internal discussion, the committee recommended the creation of state-run unemployment compensation programs, a federally administered old-age insurance program, and state-run but federally assisted welfare or public assistance programs.
